(c) (Acquisition) Subject to the provision of funds by Congress, the Secretary of Agriculture has the right to acquire private land within the extent of an area designated as wilderness in this Act if (1) the owner consents to such acquisition or (2) the acquisition is expressly authorized by Congress. (3) Nothing in this Act changes the legislative authority under which units of the system of national parks are to be established. In addition, the designation of an area of a park, monument or other unit of the national parks system as a wilderness area under this Act shall not lower the standards developed for the use and maintenance of that park, monument or other unit of the national parks system in accordance with section 100101(b)(1). Chapter 1003 and 54 U.S.C. 100751 (a), 100752, 100753, and 102101, the statutory authority under which the territory was created, or any other act of Congress that may relate to or affect that territory, including, but not limited to, Section 3(2) of the Federal Power Act (16 U.S.C. 796(2)); and 54 U.S.C. Chapters 3201 and 3203. (c) (Report to the President) Within ten years of the coming into force of this Act, the Minister of the Interior shall inspect each roadless area of five thousand acres or more in national parks, monuments and other units of the national park system and each such area and each roadless island in national nature reserves and wildlife reserves. under its jurisdiction at the time this Act comes into force and report to the Chair on its recommendation regarding the suitability or unsuitability of each such area or island for wilderness conservation. (President`s recommendation to Congress) The President shall notify the President of the Senate and the Speaker of the House of Representatives of his recommendation for the designation as wilderness area of any such areas or islands for which the review has been completed, together with a map and a definition of its boundaries.
Such notices shall be given in respect of at least one-third of the territories and islands to be examined under this Sub-Section within three years of the entry into force of this Act, at least two-thirds within seven years of the entry into force of this Act, and the remainder within ten years of the entry into force of this Act. (Assent of the Congress) A presidential recommendation to be designated as wilderness becomes effective only if it is provided for by an act of Congress. Nothing herein shall be construed, implicitly or otherwise, as diminishing the current legal authority of the Minister of the Interior with respect to the maintenance of roadless areas in units of the national park system.
