The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is the federal agency primarily responsible for the management and enforcement of the criminal and regulatory provisions of federal laws relating to destructive equipment (bombs), explosives and arson. When the Volstead Act, which established prohibition in the United States, was repealed in December 1933, the unit was transferred from the Department of Justice to the Department of the Treasury, where it became the Alcohol Tax Unit (ATU) of the Bureau of Internal Revenue. Special Agent Eliot Ness and several members of the Untouchables who had worked for the Office of Prohibition when the Volstead Act was still in effect were transferred to the ATU. In 1942, the ATU was tasked with enforcing federal firearms laws. B. Todd Jones was appointed by President Barack Obama and, on July 31, 2013, was confirmed by the Senate as permanent director of the ATF, which served until March 31, 2015.
  Jones was the only successful appointment by the Senate until the Senate confirmed Steve Dettelbach in July 2022. Dettelbach`s confirmation necessitated a procedural maneuver to advance his appointment to the Senate Judiciary Committee. It was passed by the equally divided Senate, with two Republicans voting with Democrats for confirmation.  The ATF has been criticized for its poor planning, which led to a shooting at Stevenson Ranch, California, in 2001, which led to the immediate death of a deputy sheriff and the suspect, and the subsequent suicide of ATF agent Jeff Ryan.   The OCC is divided into five practice groups: litigation, management, general law and information, firearms and explosives, and asset forfeiture. Lawyers also work in field offices, where they work directly with special agents and investigators from the industrial company on active cases. A September 2008 report by the Department of Justice`s Office of the Inspector General found that 76 firearms and 418 laptops were lost, stolen or missing at the ATF after a 59-month review period between 2002 and 2007.  Subsequent unsuccessful appointments include Fraternal Order of Police President Chuck Canterbury (appointed by Donald Trump) and former ATF agent David Chipman (appointed by Joe Biden).
